Richard Schwartz, chairman and founder of the Boat Owners Association of the United States (USBoat), died in Alexandria, Va., this spring. He was 85, and led the organization for 46 years before retiring two years ago. Serving more than half a million members, Schwartz served as chairman of both the board of directors and the BoatUS National Advisory Council. A graduate of Princeton and Yale Law School, he fought for legislation on behalf of boaters, and his efforts at shaping national boating policy helped secure passage of the Recreational Boating Safety and Facilities Improvement Act of 1979.
